The region is made even more complex by diversity of rules, regulations and restrictions on tourist movement. Most of the states require special tourist permits to enter, there are many areas which are out of bound for tourists. Bhutan, though does not require a visa for regional tourists, has its own set of rules for visitors. There are restrictions on vehicle movements and the infrastructure is also in its growing phase.
